  5.     The Romanian charge d'affaires in New Delhi, Liviu Radu, 55,
  6. left his heavily guarded home one morning last week, climbed
  7. into his black Dacia sedan and was promptly seized by four
  8. armed men as he drove to his office. Two days later, the
  9. Khalistan Liberation Force and three other militant Sikh
  10. separatist groups in the Indian state of Punjab jointly claimed
  11. responsibility for the kidnapping.

  13.     Violence is nothing new in Punjab. So far this year, 4,200
  14. people have been killed in clashes between the Hindu-dominated
  15. government and militant Sikhs, who have been fighting for a
  16. separate nation called Khalistan since the early 1980s. But what
  17. could Sikh reb els possibly have against the Romanians?

  19.     Well, the abduction was apparently a retaliation for the
  20. death of a Sikh extremist and the arrest of two others in the
  21. attempted assassination of Ju lio Ribeiro, 62, the Indian
  22. ambassador to Romania, in Bucharest two months ago. Ribeiro, who
  23. was shot while walking with his wife in a suburb of the Romanian
  24. capital, has long been a target because of his get-tough
  25. "bullet-for-bullet" policy toward Sikh separatists during his
  26. two-year tenure as police chief of Punjab. The kidnappers'
  27. current demands, however, strike much closer to home. They are
  28. seeking the release of three Sikhs who are facing death
  29. sentences for their role in the 1986 assassination of A.S.
  30. Vaidya, a former Indian army Chief of Staff. If these men are
  31. not set free, the separatists threatened, Radu will die.
